Programs - Soil & Water Management - What Do I Need?
  1. All Reviewed Projects
    1. All projects submitted for review must be accompanied by an Erosion Control Plan Review Application Form   
    2. Check payable to Mercer County Conservation District in the appropriate amount relating to the disturbed acreage (see table on above listed form)  
  2. For Stream and Wetland Encroachment General Permits (all applications need to include 1 original and 4 copies)  
    1. Both Items Listed in Section A Above
    2. Check payable to Mercer County Clean Water Fund (see Fee Schedule and Instructions in Permit Application Package for Appropriate Amount)
    3. Completed Project Screening Form 
    4. General Permit Registration Form
    5. Municipal Notification of Your Project (County Courthouse and Local Municipality) 
    6. An 8.5 x 11 copy of a USGS Topographic map outlining the project area
    7. Required Plan Drawings (cross sections and plan views)
    8. Completed and Signed PA Natural Heritage Program Screening for Endangered Species Receipt AND Agency Resolution Letters if necessary
    9. Complete Erosion Control Plan  
  3. For NPDES Permit for Stormwater Associated with Construction Activities (all applications need to include 1 original and 2 copies)

    We Recommend That Applicants And Their Consulting Engineer Contact Us During Their Preliminary Planning Phase To Schedule A Pre-Application Meeting.  These Meetings Help Applicants Understand The Regulatory Requirements For Permit Applications And The Permit Decision Guarantee Timeframes.

    1. Both Items Listed in Section A Above
    2. Check payable to Mercer County Clean Water Fund in the amount of $500.00 (NPDES Administrative Filing Fee)
    3. Check payable to Commonwealth of PA Clean Water Fund based on the disturbed project acres ($100 per disturbed acre)
    4. Completed Notice of Intent for Coverage Under the General NPDES Permit
    5. Completed Application Checklist
    6. Municipal Notification (County Courthouse and Local Municipality) of Your Project AND Proof of Receipt
    7. Required Plan Drawings
    8. Completed and Signed PA Natural Heritage Program Screening for Endangered Species Receipt AND Agency Resolution Letters if necessary
    9. Complete Erosion Control Plan
    10. Complete Stormwater Management Plan (separately bound from Erosion Control Plan)
