Programs - Why These Programs?


PA Constitution
Article I Section 27
 
"The people have a right to clean air, pure water, and to the preservation of the natural, scenic, historic and esthetic values of the environment. Pennsylvania's public natural resources are the common property of all the people, including generations yet to come. As trustee of these resources, the Commonwealth shall conserve and maintain them for the benefit of all the people."
 
 
PA Clean Streams Law
 
"To preserve and improve the purity of the waters of the Commonwealth for the protection of public health, animal and aquatic life, and for industrial consumption, and recreation"
 
 
Based upon these two items, Mercer County Conservation District accepts responsibility for implementing local conservation programs from the PA Department of Environmental Protection and the State Conservation Commission through Delegation Agreements.  These programs include the Erosion and Sediment Pollution Control Program (Chapter 102), Dam Safety and Waterway Management (Chapter 105), Nutrient Management, and Dirt and Gravel Roads.  For more information please visit these links.
